EIT Community RIS Hub in Portugal

Contributing to a more connected and collaborative innovation ecosystem in Portugal

Despite being considered a Moderate Innovator according to the European Innovation Scoreboard in 2023, Portugal has revealed itself as a booming European innovation ecosystem considered 12th on the Top 100 Emerging Ecosystem Ranking of Startup Genome. Its capital city, Lisbon, was awarded the European Capital of Innovation, considered #6 on the Startup Heatmap on Europe according to DEEP Ecosystems Report 2023, and hosts Web Summit, the biggest European conference that brings together the tech industry, an event that has contributed a lot the affirmation of the country as a Startup Nation.

The country is home to more than 4000 startups and together they represent around 1% of the country GDP, according to Informa D&B 2022. The same report allows us to conclude that Portuguese startups generated more than 2 million in turnover, represented more than 1 million in services exports and created 25 000 jobs in the same year. There are also 6 unicorns with Portuguese DNA operating and the Portuguese scaleup ecosystem is growing twice as fast as European average.

It’s also important to highlight that Portugal has an above-average position in international talent rankings. According to the Institute for Management Development (IMD), Portugal is ranked in 25th in the World Talent Ranking, 9th in the English Proficiency Index of Education First and 13th in the OECD Indicators of Talent Attractiveness.

There are also several universities in the country that are ranked above average and gaining recognition by the excellence of their academic and research activity. Their investment in R&D is increasing and the number of patents has been on the rise too. They also play a critical role in fostering entrepreneurship through different areas of contribution such as educational programs, acting as research hubs that drive the creation of startups and providing support to the development of business ideas through university-linked incubators and accelerators which are some of the best ranked in the country.

Corporations are also engaging more and more in R&D activities and across different sectors investing in collaborative efforts with startups and scaleups.

Public policies and incentives are also on a positive trajectory of support to innovation and startup creation. In 2023 a few policies contributed to that, namely: the recognition status of startup and scaleup with tax incentives to their specific activity, a change in the stock option regime in startups, the strengthening of the tax incentive benefits to R&D (SIFIDE) and several public instruments to invest in startups, scaleups, foreign entrepreneurs, unemployed people pursuing a business idea, as well as incubators and accelerators. 

Lastly, the capital for startups and scaleups in Portugal underwent a significant decrease in the past few years according to data from Dealroom. This has a huge impact on the ecosystem given that venture capital is the most common type of investment available for innovative startups and scaleups.

Nevertheless, there are still some setbacks to be address namely the lack of collaboration between academia and industry that could facility a more market pull and less technology push orientation, the lack access to funding especially in very early stages of development and on the scaleup phase, the need to professionalize and bring an international perspective to practices of relevant stakeholders of the ecosystem and insufficient collaboration among those same stakeholders. Therefore, the presence of and EIT Community RIS Hub in Portugal can contribute positively to impact some of the above mentioned challenges.

About the EIT Community RIS Hub

EIT is part of the Horizon Europe and it has the strategic goal of supporting innovators, entrepreneurs and students to develop innovative solutions to tackle pressing global challenges and creating growth and jobs for Europe, while also affirming the region on a global scale. The activities of EIT are structured in three main pillars: 1) training a new generation of entrepreneurs; 2) support the development of new and innovative products and services; 3) support the growth of startups and scaleups.  

EIT is the largest innovation ecosystem in Europe hosting 50+ hubs, having 2420 partners, counting with 5780+ graduates of EIT programs, supported the creation of 2110 new products and services and 7860 ventures, and raised 7.3 billion euros in investment through EIT Ventures.  

In Portugal the contribution of the EIT Community to the ecosystem has been outstanding and is represented in some of these impact metrics: 

  • 204 Portuguese start-ups supported by the EIT; 
  • 54 Portuguese women entrepreneurs supported by the EIT; 
  • 16.66 million euros investment attracted by EIT-supported ventures in Portugal; 
  • 34 EIT-supported innovations were launched on the market.
  • 51 Portuguese residents graduated from EIT-labelled MSc or PhD programs; 
  • 7000+ Portuguese participants joined non-labelled education and training by the EIT.

The EIT Community RIS Hub in Portugal comprises very active EIT Knowledge and Innovation Communities (KICs), namely EIT Food, EIT Health, EIT Manufacturing and EIT Urban Mobility, as well as a EIT Health Innostars Office. 

The strategic vision of reinforcing the collaboration among these KICs and the affirmation of an EIT Community RIS Hub in the country, including its outermost regions of Madeira and Azores, is a sign of the importance of this institution to the competitiveness of the Portuguese ecosystem on a European and Global scale. The goal of the Hub is to bring together students, researchers, entrepreneurs, public and private decision makers, corporates and investors to craft a path that supports the growth and competitiveness of the innovation and entrepreneurship ecosystem of Portugal.

As EIT Community Officer for Portugal, I intend to work in a truly collaborative way with the EIT, with the EIT’s Knowledge and Innovation Communities (KIC) and with all public and private actors that make up the national innovation and entrepreneurship ecosystem, in order to contribute to its growth and to the affirmation of its strategic role in the European and global scene. The newly created EIT Community RIS Hub in Portugal will function as a one-stop shop of opportunities and programs from the EIT and its nine KICs, and will foster new synergies around the EIT’s three main pillars of action: education, innovation and business creation.

EIT Funding & Impact

Portugal received a total of 13.25 million euros in EIT grants in 2022. This amount is 4.42 million euro higher than the funding received in 2021 and it was directed to Portuguese organizations via the EIT KICs.

The largest share was dedicated to higher education related activities. The funding included 3.4 million euro to support Portuguese SMEs with EIT Food offering the largest contribution to SMEs.

EIT Community Officer Portugal

Rita Tomé Rocha has 10+ years of experience working in the innovation and entrepreneurship ecosystem of Portugal given her previous position as Coordinator of Tec Labs, the Incubator and Area of Innovation and Entrepreneurship of Faculdade de Ciências da Universidade de Lisboa, where she was responsible for overseeing the management of the sci-tech based incubator, as well as the activity of tech transfer, innovation and connection to industry within the institution.

She has also been an Entrepreneurship Educator for over 8 years, having promoted several formal and non-formal teaching initiatives at Faculdade de Ciências of Universidade de Lisboa and at Escola Superior de Comunicação Social of the Instituto Politécnico de Lisboa, specializing in the areas of creativity, innovation, design and systems thinking, entrepreneurship, management, communication and marketing. And, finally, she is also part of the team of pedagogical trainers at the University of Lisbon with a special focus on active teaching methodologies, gamification strategies in teaching and the future of universities.

She holds a bachelor’s degree in journalism and worked in the field for 5+ years covering topics of economy and finance, and a master’s degree in applied management.
